I seriously hope Bethesda gets their act together and fixes these issues. Arthmoor created a thread detailing the issue. Since the issue appears to be an issue with the game engine and cannot be fixed by the CK, it is up to Bethesda to fix the issue ( READ: It may never get fixed).

As a result, the Unofficial Fallout 4 patch is pretty much “on hold indefinitely” according to Arthmoor. It can even happen right in front of the player character, depending upon how long the respawn interval is. The issues seem to be Settlers not being able to be assigned and also Settlers changing Gender, Race and being unassigned.

Apparently, some mods (examples: Unofficial Fallout 4 Patch, Don’t Call Me Settler, Better Settlers (renamed to Useful Settlers?), etc. The issue may or may not be directly related to the 1.6 patch, since there are some reports of similar issues going back to early March. It effects ALL Settlements and the ability to recruit and effectively assign Settlers. The OTHER change is potentially much worse. Once you run out of AP, you become visible again. Instead of becoming visible while moving, your AP slowly drains.

There is a mod I was hoping to use (Stealth Field Stability) that allows you to remain invisible while sneaking and moving. Since patch 1.5.4, my one piece of chameleon armor has been in storage hoping to see the day Bethesda properly fixes the issue. Prior to patch 1.5.4, I had no issues with chameleon armor or stealth boy usage. However, it would appear the issue had to do with the player becoming invisible after getting out of the chair in the Memory Den during one of the quests (Dangerous Minds?) and not the general chameleon and stealth boy perma-invisibility glitch which patch 1.5.4 introduced for many players. The Steam Beta patch notes mention “Fixed occasional issue where player would become permanently invisible”. I don’t plan on upgrading to level 5, since I know the 1.6 Patch is going to cause issues when it is released for Xbox One. Fortunately although I play Fallout 4 on Xbox One, my Sneak Perk is only at level 4. So, you have to use another mod to enable them. However if you are playing on PC and are on Survival difficulty, Console commands are apparently disabled.

If you are on PC, there is a console command that will allow you to remove just level 5 of Sneak. This is apparently triggering the chameleon / stealth boy perma-invisibility glitch on PC. The first is that level 5 of the Sneak Perk is being changed to include a brief chameleon effect. Bethesda has apparently made 2 changes with the 1.6 Patch that were not good.
